Here is a little advice from one of the developers. Try it out and see if it helps or gets us closer to pin pointing the problem.

The fact that you are not seeing PSIService.exe listed
in his Task Manager does not mean the service is not on your computer. Go to Start | Run and type services.msc
This will bring up all the services that are available on
the system. Look for ProtexisLicensing. Right-click on it and select Properties.
On the General tab, the service status will probably say Starting. This is bad. Change the startup type from Automatic to Manual and click OK. When you
reboot, you should be able to install.
If ProtexisLicensing is not listed there, we'll have to
figure something else out.
